Based on our solution, Sculpture™ video works at below 56 Kbps bandwidth range and full-color video works at over 33.6 Kbps bandwidth range if used with any wiresless networks such as BGAN, CDMA, GSM or Wifi. The overlapped bandwidth range 33.6-56 Kbps is used to smoothly switch between Sculpture, Black & white and full-color videos .
A bandwidth estimation/probing of wireless state's algorithm is applied to normal Sculpture™ or full color video status for rate control, therefore offering a superior wireless bandwidth manager for Inmarsat BGAN, Sprint and Verizon CDMA or HSPDA and GSM networks. A special bandwidth capability probing algorithm also is designed to determine the switch of Sculpture™ and full-color videos. Field test and numerous experiments proves that this scheme worked well on video communication systems that ran on PCs, handheld PCs and palm-size PCs.

Software by iPixCel, LLC has developed ChaserView™ software, a Microsoft Mobile OS compatible software technology for optimizing and enhancing the performance, interaction, and interoperability of video and audio communication on certain mobile devices when used over wireless networks such as Inmarsat BGAN. When a handheld mobile user encounters fluctuating wireless bandwidth while using ChaserView™ mobile software, they will experience a robust low latency 2-way video conferencing session which will render clearer shape, smoother motion, lower latency , and much cheaper computational cost than conventional video technologies such as H.264, MPEG, or other proprietary hardware based solutions. Using a built-in bandwidth manager, ChaserView™ micro manages the bandwidth so it will not exceed a predetermined limit. For example when used with expensive Inmarsat BGAN network, user can dramatically reduce the BGAN bandwidth consumption by using an automated micro management of bandwidth, no other video conference software or hardware is capable of offering this exclusive feature. Other products such as StreamBox©, LiveWire©, Skype®, Google Video®, and other major industry offerings are not equipped with this feature, the result being large computational expenses because the user is forced to buy unnecessary chunks of bandwidths.
ChaserView™ solution is integrated with BGAN and cellular networks on Pocket PCs, Handheld PCs, and Smart Phones equipped with Microsoft Mobile OS. It runs on WiFi, GSM, GPRS, CDMA, GAN, BGAN, and other wireless networks with bandwidths as low as 9.6 kilobits/second (Kbps). ChaserView™ - on the fly - evaluates the current network speed and displays the smoothest and most detailed video while rendering a low latency 2-way video conference. For example, if used with BGAN network, although broadband global area network (BGAN) is a robust wireless network capable of reaching speeds of up to 492 kilobits/second, the background IP capabilities of BGAN possess fluctuating characteristics and may render a sub-standard video conferencing experience if using conventional and consumer based codecs. Built-in with the ChaserView™ codec software are Black and White, Sculpture™, and full color modes which are interchangeable in an automated fashion, based on available bandwidth at any given instance in time.
The continuous interrogation and micro management of available wireless bandwidth will result in countering the effects of bandwidth fluctuation and consumption, therefore presenting superior duplex video and audio experience using hand held devices while lowering the computational expenses of bandwidth. Other satellite and cellular based networks also exhibit similar fluctuations and the ChaserView™ codec offers a practical and suitable compression and decompression solution when used on their networks. If used with inexpensive wireless networks such as Sprint and Verizon CDMA, GPRS, AT&T HSPDA and other global wireless networks, the bandwidth spectrum varies vastly within different geographic areas, therefore introducing fluctuating conditions where consumer products were not designed to respond to these modulating effects.
ChaserView™ highly emphasizes the fact that in a 2-way video and audio communication, facial expressions represented by the motions of the outlines of the face, eyes, eyebrows and mouth deliver more information than the basic colors of the face. Since the representation of outlines needs only two types of colors ChaserView™ runs a video format (fabric) in which each pixel is represented by only 1 bit (Black and White).
The ChaserView™ software is especially suitable for small mobile devices such as Pocket-PCs, hand held PCs, and mobile phones that possess small display screens and light computational power and that are used with wireless satellite networks possessing limited or fluctuating bandwidths. If higher bandwidth is available such as BGAN Streaming class, ChaserView™ automatically switches to full color video or it downgrades the bandwidth consumption by shifting its fabric to a suitable rendition of video in Black and White. It also employs our innovative Sculpture™ video, a unique video “skin” capable of displaying a few primary colors and displaying the majority of the color index while rendering the video frames. SCULPTURE™ video can also preserve the most important outline of facial structure, objects within camera scope and improves the overall visual quality of video while keeping the bit rate very low. If the available bandwidth is more than 30 Kbps, full-color video can provide higher visual quality. Users can now experience an acceptable video conferencing experience with as low as 9600 baud, a major breakthrough in hand held wireless video conferencing technology.
Skype, Google Video Chat and other free and paid services

Although the above products are free to download, install and use, they lack few key elements which are not helpful with computational costs, privacy issues, scalabilty and lack of any robust mobile application support.

Skpe and Google Video Chat both are seeking more bandwidth while attached to land lines therefore continuously attempting to utilize more bandwidth or use the attached node as a bandwidth sharing port to help other nodes with more available resources. Although the Skpe and Google Chat are sophisticated audio video conferencing tools for the masses, if used with the expensive BGAN airways will result in unpredictable expenses and subject to disruptions, freeze and connection loss or other unpredictable results. (we have tested these free video services).
